How Does Reform Endure? Advancing AOD reform in contested environments
Abstract
Reform is rarely linear, particularly in alcohol and other drug (AOD) policy. There are periods of progress followed by moments of recalibration. Shifting priorities, fiscal constraints, and community sentiment can all influence the pace and direction of change. This keynote explores how meaningful reform can continue even when conditions are in flux. Commissioner Ivan Frkovic will provide his insights into how reform momentum can be maintained in complex and contested environments. This includes how we must adapt and continue progressing system improvements, including strengthening the quality and consistency of existing responses and leveraging cross-sector partnerships to sustain impact. It will also consider the role of evidence, narrative, and leadership in maintaining reform intent when broader conditions shift. This keynote will argue that periods of constraint are not pauses in reform but opportunities to consolidate, refine, and embed change in ways that are more durable over time.
Biography
Commissioner Frkovic has worked in the Queensland mental health system for more than 30 years and oversees the delivery and implementation of Queensland’s strategic plan for mental health, alcohol and drugs and suicide prevention. Commissioner Frkovic is experienced across government and non-government organisations, bringing all sectors together to focus on delivering better mental health outcomes for Queenslanders.
