Recovery After Terror: Coordinating Whole-of-Government Recovery for Community Healing

Abstract

Recovery from terrorism differs fundamentally from recovery following natural hazards. While the physical impacts may be limited, the psychological, social and place-based consequences can be profound and long-lasting. Drawing on the recovery arrangements established following the Bondi terror attack, this presentation will explore how government agencies, communities and stakeholders coordinated a trauma-informed, place-based recovery response. The session will reflect on the complexities of managing community sensitivities, social cohesion risks, governance arrangements and whole-of-government coordination in a highly visible and emotionally charged environment. It will also examine what emergency management practitioners should consider when preparing for the long-tail recovery that follows acts of violence against communities.

Biography

Jamie Caldwell is the Executive Lead (Executive Director), Bondi Recovery Taskforce within the NSW Reconstruction Authority, where he leads the whole-of-government coordination of recovery efforts following the Bondi terrorist attack. An award-winning emergency management leader with more than 23 years of frontline and senior executive experience, Jamie has held key leadership roles across NSW Government, including lead of Energy Security and Emergency Management. He has led major crisis responses, coordinated multi-agency emergency operations and advised Ministers during state-level incidents. Jamie also brings nearly 30 years of volunteer service with Surf Life Saving, where he continues to support community safety and operational rescue capability.
