Ctrl+Alt+Transform: Adopting a Coordination Center online collaboration tool

Abstract

Emergency management agencies face the growing challenge of coordinating complex, multi-agency responses. They must manage rapidly evolving, multi-channel information while simultaneously meeting strict community and governance expectations. Transitioning from traditional "sticky notes and spreadsheets" to a modern Emergency Management Information System (EMIS) offers a powerful opportunity to transform how coordination centers collect, analyze, share, and act on data—ultimately driving faster, more effective operational decision-making. Furthermore, consolidating this data into a single source of truth streamlines post-event debriefs, reviews, reporting, and archiving.

Drawing on practical implementation experience, this presentation explores the rollout of a collaborative information management tool across Canterbury’s regional Emergency Coordination Center and nine local Emergency Operations Centers. Rather than treating this transition as a simple IT upgrade, the presentation highlights why systemic change requires a focus on stakeholder engagement, navigating the disruption of deeply embedded legacy procedures, maintaining operational flexibility, and building end-user trust. Finally, it addresses the critical challenge of maintaining procedural consistency across multiple independent coordination centers while preserving user confidence under pressure.

Biography

Andrew is the Operational Readiness Coordinator for the Canterbury Civil Defence Emergency Management Group. A significant aspect of this role is ensuring that the regional Emergency Coordination Center is maintained in a state of readiness including maintaining the operational procedures and systems, including the information management tool. With 21 years in the Team and present for a majority of the numerous events that have impacted Canterbury over this time, Andrew has experienced firsthand the positive impact that an effective and dedicated Coordination Center information management tool can make to a response. When Canterbury Civil Defence Emergency Management committed to purchasing an information management tool, Andrew led the roll out and initial training across Canterbury’s nine local Emergency Operations Centers and the regional Emergency Coordination Center. Andrew has also supported other Civil Defence Emergency Management Groups, Universities and other agencies who have invested in the same information management system.
