Key Presentation Learnings: 1. Place-based, community organisations play a vital role in building resilience and strengthening volunteer preparedness at the grassroots level and contribute to more effective and inclusive disaster response efforts. 2. Place-based, community organisations with demonstrated history of welfare, community capacity building and volunteer management have key role in future disaster-preparedness planning, and co-design with sector stakeholders and community for future service delivery 3. Increasing the capacity and capabilities of volunteers for disaster preparedness, through targeted community engagement programs and structured training leads to better outcomes for volunteer management of spontaneous volunteers by pop up response organisations

Tomorrow Ready Project - A Place-Based Initiative Bolstering Disaster Resilience for Spontaneous Volunteers and Disaster Recovery

Abstract

Northern Rivers Community Gateway has nearly 50 years delivering welfare and community capacity building programs.
Placed-based, community-capacity-building programs have derivative benefits when working with vulnerability and social disadvantage at the local community level. Place-based organisations have been front and centre, changing gears for effective disaster response management. Located in the CBD of Lismore, Community Gateway know first-hand the impacts of the floods. Drawing on key strengths in emergency relief disaster services, community engagement, and expertise as a Volunteer Resource Centre, Community Gateway is undertaking a pilot program, Tomorrow Ready.

Community consultation following the 2017 flood highlighted real risks in relation to the absence of a framework to manage the thousands of spontaneous volunteers who step up immediately after a disaster. Community Gateway worked with Red Cross, SES, Local Council and the RFS to develop a framework for the management of spontaneous volunteers. These same issues were amplified in the disaster of 2022. DRRF funded Community Gateway to implement its framework and to trial a project that will build the capacity of spontaneous volunteers.

This presentation will showcase the Tomorrow Ready program, a grass roots initiative aimed at building long term disaster resilience; providing spontaneous volunteers leadership training, police checks, and skill-matching to volunteer involving organisations.

Tomorrow Ready Volunteers will not replace traditional volunteering, nor do they replace emergency services volunteers in disaster management. The uniqueness of Tomorrow Ready is offering volunteers true flexibility and keeping spontaneous volunteers connected, engaged and trained for the next disaster, irrespective of whether that’s one, two or five years away’.

Tomorrow Ready volunteers will value-add by delivering an effective and safe model of Spontaneous volunteering, that bolsters resilience.
Liz Ellis, former Australian Netballer, is ambassador for the program. This presentation will explore our vision for expanding Tomorrow Ready across NSW.

Biography

Jenni’s descendent of the Ngemba people of Brewarrina. She’s CEO of the Northern Rivers Community Gateway. Holds a Master of Leadership from Deakin University, a Bachelor of Social Science degree. Is chair of the NSW Financial Inclusion Network, a Board member of NCOSS, a Professional member of the Planning Institute of Australia, the Australian Human Resource Institute, the Institute of Managers and Leaders. Jenni’s worked in Management roles in state and federal government and leadership roles in the NGO sector as CEO, manager, planner and community development worker. Jenni has a strong commitment to social justice and place-based service delivery.
