Watchhouse Respondent Assistance Program
Abstract
Respondent engagement strategy in the Ipswich and Mount Isa districts. This involves a DFV Unit officer attending the watchhouse to engage with persons held in custody for DFV related matters. Prior to engaging with the person, officers are equipped with all relevant information around the cause of detention, e.g., report of incident, history, and current Protection orders. Officers are mindful of current programs or supervisory conditions persons may be subject to by another agency to avoid any interference.
Officers attempt to identify ‘triggers’ associated with their offending, e.g., drugs, financial stress and obtaining context around family dynamics to better understand the most suitable services for them. Officers also discuss the person’s Protection order and re-iterate the conditions for comprehension and avoidance of further offending behaviours.
Consent is required for referral, (by Police Referral or brochure). Interventions may involve their attendance at any number of programs available at a local level.
Ipswich has recently had external evaluation of their WRAP by UQ. Similarly Mount Isa data collated over their engagement with respondents showed similar positive outcomes. Outcomes have been measured by number of consented referrals, uptake of support services and reduced recidivist behaviours and therefore reduction in re-victimisation for vulnerable persons.

Biography
Lisa Hillary is a serving QPS officer currently attached to the State DFVVP Command located in Brisbane HQ. Previously 15 years in Ipswich District and recently worked 3 years as DFVC for the Mount Isa district.
Toni Phelan is a serving QPS officer currently attached to the Ipswich DFV Unit as the OIC/DFVC. Toni has over 30 years experience as a sworn officer with 18 of those committed to DFV responses as a DFVC.
