Developing a theory of systems change to achieve social and emotional wellbeing on Kaurna Country

Abstract

INTRODUCTION
Some communities experience intractable challenges that perpetuate unacceptable social, economic and health outcomes over generations. It is vital that communities have opportunities to create local solutions and redesign their futures. On Kaurna Country in northern Adelaide, we sought to co-create a theory of systems change describing the reforms necessary to enable social and emotional wellbeing of individuals and communities.

METHOD
Through yarning circles, Aboriginal community members and service providers shared community needs and challenges and identified the multilevel changes needed to enable wellbeing. Aboriginal advisory panel members proposed key targets to promote impact. A thematic analysis of these data yielded priorities for action. Over a series of workshops, the Aboriginal advisory panel members and key stakeholders brainstormed discrete actions, intended effects, changes and impacts necessary for systems change.

RESULTS
The theory of systems change describes sixteen priorities to achieve Taingiwilta Pirku Kawantila (Strong Community in the North) including system-wide cultural safety and priorities targeting community (e.g. Aboriginal governance, self-determination and leadership; community connection and strength in culture), the service system (e.g. optimise access and navigation of services; embed action on social needs across the system; proactive mental health and substance use support), and policy (e.g. accountability measures for government; optimise commissioning of services).

DISCUSSION
Aboriginal and Torres Strait Islander Elders and leaders across northern Adelaide have developed a collective vision for change. The theory is guiding a series of implementation projects and advocacy efforts targeting community environments, the design and delivery of services, workforce and policy.

Biography

Chrystal Sumner is a Ngarrindjeri woman with connections to the Narungga and Kaurna people of South Australia. Through marriage, her connections expand through to the Wirangu, Mirning and Kokotha people of the Far West Coast of South Australia. Chrystal lives and works on Kaurna Country. She is a mother to three children aged 14 (boy), 12 (girl) and 5 (girl) and spends most of her time carting them to and from sports and extracurricular activities. Chrystal has a degree in Psychology and is currently undertaking a Master of Public and Social Policy. Chrystal has over 15 years of experience working in areas of Aboriginal Family and Domestic Violence, Aboriginal Health and Education. Currently, she is employed at the South Australian Health and Medical Research Institute better known as SAHMRI - as the Aboriginal Social and Emotional Wellbeing Project Officer for a Project called Taingiwilta Pirku Kawantila, which translates from Kaurna to Strong Community in the North.
