A system under stress: Observing strengths, weaknesses and pressure points in a rapidly changing world.
Abstract
‘Stress’ is a state of strain or tension resulting from adverse or demanding circumstances (Oxford Languages). Queensland’s disaster management system is subject to increasing stress due to the rapid onset of a “new normal” where risks are increasingly complex and impactful.
According to the State of the Climate Report 2024 changes in weather and climate extremes exacerbate existing pressures on the health and wellbeing of our communities. The pace of changes to weather and climate is increasing and includes compounding events where multiple hazards occur together or in a close sequence which intensifies their impact. The Independent Review of Commonwealth Disaster Funding and Independent Review of National Natural Disaster Governance Arrangements found Australia’s disaster arrangements and frameworks have not evolved at the same rate as the changing nature of disasters. Both reviews highlight the need to change how preparing for and responding to disasters is considered.
The Inspector-General of Emergency Management has a unique, sector-wide perspective to share. In a presentation to delegates, Alistair Dawson APM will highlight the system’s strengths, weaknesses and pressure points. Drawing on real world insights from industry reviews, the Inspector-General will help answer questions on how to mitigate risk and prepare for our complex future. Lessons will be shared on modernising service delivery, re-thinking structures and championing capability integration and capacity building in a way that complements existing skills and knowledge within our communities.
The system is at the precipice of change. Current events highlight more than ever the importance of identifying stressors and driving forces and acting now to set-up Queensland’s disaster management agencies for a safer, more resilient future.

Biography
As Inspector-General of Emergency Management, Alistair Dawson leads his Office to provide assurance and advice to enable confidence in Queensland’s disaster management arrangements. He works with entities to identify and improve capabilities and facilitate opportunities for collaboration.
Mr Dawson brings 45+ years of policing experience from the UK and Queensland. With his commitment to police and emergency management, he achieved the rank of Assistant Commissioner with the Queensland Police Service. As a former Chair of the State Disaster Coordination Group, Mr Dawson has played a lead role in coordinating the whole of government response to several complex disaster events.
