Leading in Complexity – Preparing for the Future.

Abstract

This presentation will explore the critical vulnerability for civilian agencies in the development and preparation of senior leaders in a rapidly developing complex operational and political environment. This complex environment over recent years has seen a divergence from civilian leadership to lead on major activities on behalf of government (at a number of levels) resulting in an increasing number of military commanders to these roles. This has had significant multiple order effects for civilian and military agencies domestically and in our region. Some observations are made of our current state of support for civilian leadership development and influencing events and a number of policy options are offered for consideration to take to the next stage in this capability vector.

Biography

Wayne Snell is the Acting Deputy Executive Director at the Australian Civil Military Centre. Wayne previously served two years as the Director, Police and Emergency Services in Afghanistan for NATO. Previously Commander State Operations for the NSW State Emergency Service, the International Criminal Police Organisation (INTERPOL), the Australian Federal Police, NSW Police, WA Police, Edith Cowan University, Australian National University and as a self-employed consultant. Wayne has extensive international experience in Asia, Middle East and the Pacific. Wayne holds tertiary qualifications & training in forensic science, leadership and management, investigations, emergency management, fire and explosion investigation, traffic crash and traffic homicide investigation and reconstruction, occupational health and safety, board directorship and adult education. Wayne is currently the Chair of the International Hockey Federation Integrity Unit (FIU), board member of the International Table Tennis Federation Integrity Board and Vice President of the Board of Hockey NSW.
