A Look at the Lahaina Fire Tragedy: In the Context of Disaster Response in the United States

Abstract

The Lahaina fire that occurred on August 8th, 2023 in Maui, Hawaii resulted in a tragic loss of life and caused at least 100 deaths. It serves as a poignant case study in understanding the complexities of disaster response. This presentation touches on the various factors that contributed to the devastating outcomes of the Lahaina fire and explores alternative approaches that could have been taken for a more effective response.

The analysis begins with an overview of how disaster response takes place in the United States then moves to a general overview of the disaster and why residents were so vulnerable to the rapidly spreading wildfire. We will look at the factors that further exacerbated the crisis, hindering the timely deployment of resources and emergency services.

Furthermore, the discussion explores the role of community engagement and public awareness campaigns in fostering a culture of proactive disaster readiness. It questions whether a more robust education and outreach program could have empowered residents to take preventive measures and evacuate more efficiently.

The presentation concludes by proposing alternative response strategies that could have been employed. Through the lens of the fire, this presentation aims to contribute valuable insights for enhancing disaster resilience and response capabilities. As communities worldwide face escalating threats from natural disasters, the lessons learned from Lahaina wildfire serve as a crucial foundation for building a more resilient and responsive future.

Biography

Mona Curry dedicated 28-years to the City of Los Angeles responding to disasters, strengthening community resilience and managing facilities. Culminating her city career as an Emergency Manager for a Bureau of the Los Angeles Police Department (LAPD). Mona also worked with the Federal Emergency Management Agency (FEMA) as a Division Supervisor responding to disasters on the national level. Beyond official capacities, Mona is a consultant and board member for a Hawaii-based non-profit actively involved with an innovative project to provide community resilience. The Ko’olauloa Resiliency Hub will set a benchmark for similar resilience initiatives throughout Hawaii and the U.S. Mona is appointed by the Governor, to the State of Hawai’i Emergency Management Agency, Advisory Council underscoring her commitment to driving impactful strategies for disaster response & readiness.
