Strategies for Workforce Readiness in Northern Australia’s Transition to a Net-Zero Economy: An Analytical Study

Abstract

Aim: This study explores the workforce transformations required by Northern Australia's commitment to a net-zero economy by 2050. It aims to identify the shifts in labour demand, the requisite skill sets for emerging green sectors, and the role of policy in supporting workforce transitions. Through an economic lens, the research will assess how labour market dynamics are influenced by the region's decarbonisation goals, focusing on creating sustainable employment opportunities and developing a skilled workforce capable of navigating the challenges and leveraging the opportunities presented by this transition.
Methodology: This study utilises a qualitative content analysis and comparative case study analysis to examine workforce transitions towards a net-zero economy. It will conduct a detailed review of existing policy documents, strategic plans, and academic literature related to climate change mitigation, net-zero incentives, and workforce development. Additionally, case studies of regions that have undergone similar transitions will be analysed for insights into best practices. Accordingly, the following analyses will take place:
1. Analysis of Policy Frameworks: Analysis of government strategies and policies aimed at climate change mitigation, net-zero economy, and workforce adaptation to identify measures to support labour market transitions.
2. Analysis of Private Sector Initiatives: Evaluation of private sector initiatives, including financial investments in reskilling and upskilling programs, that prepare the workforce for roles in related industries crucial for the net-zero transition.
3. Comparative Case Studies: Review of international regions that have undergone similar transitions towards renewable energy and a net-zero economy, with a particular focus on workforce development strategies, job creation in green sectors, and policy effectiveness in facilitating labor market adaptation. These cases will include examples such as Germany's Energiewende, Wind Energy in Denmark, and Scotland's Energy Strategy and Just Transition Plan. This methodology enables the research to identify key themes and strategies pertinent to supporting labour market adjustments.

Biography

Dr. Taha Chaiechi is an academic leader at James Cook University, where she serves as the Head of Economics and Marketing and the Director for the Centre for International Trade and Business in Asia. Her vast experience encompasses research, teaching, administration, and roles such as Editor-In-Chief of academic journals. Dr. Chaiechi chairs the Inclusion, Diversity, Equity, and Action Committee, Societal Impact Micro-plan Committee, and the Sustainability Committeein her college. Beyond her university roles, she has contributed as an assessor for the National Intelligence and Security Discovery Research Grants program, and the National Competitive Grants Program for the Australian Research Council.
